You don't need a manual for this, its simple wiring which applies to all CAT 299D2.

I asked you to test the starter using a jumper cable (thick car jumper cable that can handles say 100-200 amp), did you test it?

The CAT part number of this starter is: 377-6967.
You probably didn't, or you probably didn't do it correctly, see the illustation I have attached.

If you do need manuals, pm me, I have them.

You really should measure the voltage at terminal B of the solenoid, but measure at "A" is okay - at least you know power is getting to the solenoid. The question is wheather the starting motor is getting the 12V or not? Chances are that it does as your earlier post showing the voltage drops to ~6-7v (or half of the battery 12v) when key is turned to crank, indicating there might be large current draw, but starter not turning, perhaps seized.

Thats the reason I suggested you to use a jumper cable, one side connected to battery positive, and another side touch (only momentary) at termainal B of the solenoid. If the starter is good, you should see a spark when you touch, and the starting motor turning (crank)
Joe, I have not jumpered directly to the starter yet. That is my next project.

I haven't seen any mention of the ground cable connection to frame. That would be a good first step, before any testing.

At the same time I was cleaning battery terminals/connectors I opened and cleaned the ground cable/connection/stud right there beside battery. There was a couple smaller grounds here and there I also cleaned and checked.

Still haven’t figured out the root cause of the problem?
Shouldn’t take more than an hour or two to figure out.

There are only few things that can cause no crank:

1 battery
2 relay
3 fuse
4 solenoid on the stater
5 starting motor
6 key switch (unlikely based on your description)

keep it simple.
Find start relay. Pull relay and jump between pins 30 and 87. Crank?
Yes- probably issue with relay or safety interlock.
No- issue with starter, power, earth or wiring.
Now go to starter. Use wire (or plyers, dipstick, screwdriver ect) to jump from terminal from battery to starter to the small exciter wire. Crank or clunk?
Crank-
Yes- probably an open in exciter wire or no power to pin 30 on relay. Check continuity. Consult wiring schematic.
No- bad starter, earth or power.
Clunk but no crank- bad starter solenoid or power/earth issue.
Now get the multi metre out and check voltages and more important, voltage drop.

Cliffs, best advice ever and I should have known this, the “KISS” concept (Keep It Simple Stupid). You’ll never believe this… I was messing with the machine again today after taking a little break. A friend of mine has a mini excavator, we were talking about my problem. He mentioned he had a similar issue a few years ago, he found his starter had bound up a bit, nothing serious but enough not to let it crank over. So I got someone to help me, had him attempt to start the machine while I tapped on the starter, not hard, just a few taps, started right up. I think I will order me a new starter to have on hand “just in case”. I’m thinking maybe the starter is begging to go out….
