2012 JD 323D, When freezing, loader arms go up but not down. Moisture in loader control valve?

Just to be clear, the loader boom will go up, but not down when cold? Or does the boom not move when cold, either up or down? Is the pedal locked?

When freezing:
The loader boom will go up. The loader boom will not go down. The bucket tilt pedal controls work normally.

The loader boom pedal can be depressed in the up direction normally. The loader boom pedal cannot be depressed at all in the down direction - as if it's locked out.

When thawed/After sticking a heat gun under the pedal for 10 mins:
The loader boom goes up and down. The pedal can be depressed either direction.
