2000 JLG 33RTS slow speed

Im having trouble with the slow speed on the drive function. High speed is working fine but slow speed attempts to move but stops and wont go?

As near as I can tell it has a variable speed hydraulic pump? So if high speed works fine that means the pump is getting power and is working maybe a contact or somthing that enables the slow speed or does anyone have an idea of how that is set up exactly?
