1987 Grove RT745 w/ Clark 28000 tranny problems

Hello all, I have a Grove 1987 RT745 w/ a CAT3208 engine and Clark 28662 transmission. All hydraulics work well in the crane except it will not move. I've refilled the transmission with oil as stated in the manual to no avail. I've checked the selector valve and it seems to be working well with the mechanical levers. I've checked for pressure in the torque converter pump and there's none according to my pressure gauge, also tried to check pressure in regulating valve and got 0 again. My question here is, if my hydraulic pump that is mounted and driven by the torque converter works, does that mean my torque converter is working? Does it need to shift in order for me to get pressure somewhere with my gauge? How can I know if my problem is the torque converter or transmission? What tests can I do?
