    You can remove the solenoids and put 12vdc (I'm assuming thats what they are) and see if they move spools. Don't take coil off valve and energize! It will ruin them. I have even used a screwdriver and put through the coil and energized it should pull on your screwdriver. Check dump valves also...

    Update.... I put a guage between accumulator and check valve. When I start the lift it idles at about 300lbs. of pressure as it should. The oscillation valve switches and cylinders retract as they should (Untill the lift basket gets so far off the ground). I removed wiring from steering valve...
