    One time I have a similar problem w/a skytrak/cummins engine, after a lot of checking components one by one I found a sensor on the intake after the turbo to be the problem, just unpluged and fix thebproblem so went to store and get the newone and fixit!!

    Check fuses, then check for voltage at governor motor conector, and the ohms of the motor also the shaft to injection pump make shure is not in a stuck
