297c hydraulic lift tilt weak

Cat 297c will not pick what it once did. Everything seams to run fine other than the lift and tilt. In load sensing pressure test I get 3100 psi for a second then drops to 2700 psi over 3-4 seconds. When I load it again pressure only gets to 2700 unless I turn off the machine and give it a few minutes then I get the 3100 psi that drops to 2700psi.

A bad seal or o-ring? Where to look?
