Would like to know if a 0.6mm (0.024") axial clearance on a swing bearing of PC300-5 is considered as good value. What is the max value allowed?

I've only used up and down clearance for checking swing bearings. In my experience a new bearing with be around 0.032 to 0.035 inch up and down. That would start with the front of the machine picked off the ground by pushing down with boom and the stick all the way extended. Once the dial indicator is zeroed out I lift the boom up till the bucket is off the ground.

When they get up in the 0.075 inch up and down you start to see swing machinery pinion seals leaking oil into the tub.

I was curious to know why we have two S marks called soft zone on the inner and outer race. Is it for installation purpose, in fact the inner bolts are equally distributed and the outer cannot be installed in diferent way because we have pins and bolts are not equally ditributed right?

Those are gaps in the induction heat treating, thus they are marked soft, because the metal is soft there. Only important when installing as these spots are supposed to be placed where the load will be lowest the majority of the time. If there was no gap in the heat treating it's likely you would have a hard and brittle spot at the point of overlap. If the pins and bolts can only go one way, the manufacturer took this into account when making the holes.
