Don't know about between the Tire & Tube ? .... Looks more like what used to be used years ago for split-rims w/biased ply tires on trucks ect., between the tube and rim ..... they were called "Flaps" ..... by the shape of it thats what it looks like
Don't see how it's gonna protect even the tube, by what you say, unless it's some kind of bullet proof Kevlar material between the tube and tire ? ..... LOL

Those are like the tire liners that are used in mountain biking. Have you tried slime in your tubes?

Slime .....but in the tubless tires .... I have and do love it ! ....Boy does it work well ...... I buy it by the 5gal pail ...... I even slimed the JD rider tractor mower tires ....its cheap and environmentally friendly too :D

Haven't tried them but have worked around a couple machines using them. Terrible traction in dirt, constantly getting stuck and very hard ride on pavement, pretty tough on the back. My opinion the only place to use them would be cleanup work in a factory situation or salvage yard.

You can put slime in tubes also. If you run the liners and slime your tubes you sound like you should be in good shape. That is unless you are going to be running over a bed of nails at every job.. lol

Interesting comments gentlemen, thank you. Never thought about "sliming" the tubes too.
