Tony Team cardboard compactor wont rise back up again.

Hello,
Please can you help us know what might be wrong with our Tony Team (TT240) cardboard compactor?

The compactor plate has gone down crushing the cardboard but wont come back up again.
We took the three relays out but we could hear them clicking when we applied mains, so we suspect they are OK.
Might it be the solenoid valve?

Solenoid valve could be stuck. Can you feel the hoses that go to the cylinder? assuming this has a hydraulic cylinder to operate. If the hoses alternate in getting stiff when you alternate the direction of the controls, but the cylinder does not retract, then the piston could have come off the cylinder rod, making the cylinder rod act as the piston, but not retracting.
