Scissor lift problems

Anyone know trouble shooting for a 2000 model jlg scissor lift? Its a 2030es that i purchased non working. When i turn the switch to the upper control it rings the buzzer non stop. It will go up and down from the lower station and wheels turn right and left from the upper. Doesn't drive or raise from the upper control. Anyone have an idea?

There should be a yellow light flashing at the upper control box unless the previous user has destroyed that panel. It flashes a two digit code, info on that code can be found in the manual that you can download from the JLG website. That two digit code just gives you generalized information, but it might at least give you an idea of where to look
