Pc 40 7 no power at starter exciter wire

Hi . Is there a safety switch for starter circuit ?and where is it ? . Have no power at exciter wire when key is turned . No start but can jump starter solenoid with screwdriver and it runs . ? Have no wiring diagram . Help please

The safety lever will cut the starter if it is set up properly.
