Inching Linkage

I'm fairly new to using a Backhoe and have a 1970 Clark BL700. While underneath the Hoe, I noticed that this (see photo) was not connected. Looking at the Service & Parts manual it appears it might be part of the Inching Linkage. What is "Inching" and how should it work?
