holes in top of D4D fuel tank.

Can someone tell me what the 4 holes are for that are one either side of the fuel cap. It doesn't appear that these holes penetrate the top of the tank, but I may be wrong. I am looking for a place to mount a small bracket for a water jug, and thought that on top of the tank would be a good spot.

Is the fuel lock still on it. Without a picture that would be my guess.
