Genie Z60/34 no forward/reverse movement

Hello from Arkansas.
We have a Z60/34 Genie, serial # Z60-90502, manufacture date 08/31/95

We have been in the process of refurbishing this and have run into a problem. Cannot get any forward or reverse movement. We recently replaced the enabler light as it was broken. The joy stick has been replaced. All seems to be working except for forward or reverse movement. Any help is appreciated on where to start looking for this trouble.
We have searched and searched this forum but cannot seem to locate the correct key words to find any old posts related to this problem.

step one : remove wire from termianl 6 on the drive joystick
step two : jump 12vdc to terminal 6 from the Pcon estop (start engine, now stroke the drive joystick FWD/REV, voltage should remain at 12v on terminal 6)
-if voltage drops below 12vdc: repair your voltage drop first
Step three : If unit drives follow setup instructions for the Horse Power Limiter Board
-If unit will not drive: set you meter between terminals 4 and 5 on the drive joystick
--Stroke joystick FWD and note the voltage now stroke the Joystick in reverse and note the voltage [should be around 2 to 3 volts DC (one direction should be positive voltage and the other will be negative. If you ignore the negative symbol the voltage should be the same for FWD/REV. If not recenter joystick trimpot)
Step four : back probe the drive pump EDC (two pin connection, should be a white and white/black wire) Note the voltage when stroking the joystick FWD/REV
-If NO/Lower voltage than at the drive joystick : repair the damage to the harness
-If the same voltage as at the joystick then your issue is either mechanical or hydraulic
Step five : check for 12v accross Brake coil when attempting to drive
--NOTE If you are not familiar with hydraulics STOP and pay someone to troubleshoot from here. your health should be >/= to the cost of this old paper weight. Alternatively remove the basket and install a mailbox then park the unit in front of your house.

Silly question but are the hydraulic tank outlet valves open? Had that happen once when someone forgot to open them after replacing some hoses.

Some Genie booms require the joysticks to be calibrated. Check Genie website for the service manual. There will be a procedure listed if your machine needs it. No special tools should be needed to perform a joystick calibration.
