Ford Backhoe 4 stick control valve body seems to have pressure on hose to lift cylinder 558847.png even when controls are in neutral. Is this normal?

Which one is lift?
With that style valve, if pressure is present when in neutral, either the bore is scored, or the centering spring isn't centering (broken spring or loose screw).

Block #4 is the lift block. You have already shown me that it has a problem as I have a constant pressure on the hose even with lever in neutral. This will be some serious labor. Thanks for any help.

No, not bad at all, unless it's completely un reachable. 2 #7's come out, and #6 comes off, and you can see what's wrong, if it looks fine, take the cover off one next to it and compare.
