50 Series Detroit NO START

I Have a 50 series Detroit engine in a water truck and it will not start. we replaced the batteries and the starter we tried to make sure the ECM wires were getting power. is has fuel all the way to the compressor and it sprays when you crack the line and turn the engine over. It wont even start on ether it spins like it wants to start but wont. No smoke coming out of the exhaust either so we are guessing it isn't getting fuel. My question is why would it not get fuel? we have fuel all the way to the engine is there any bleeding procedure for these engines?
Also there are 2 wires that come from the ECM and run to the batt do those go on the positive? these trucks haven't ran in over a year.

A typical setup will have three black ground wires connected together at the battery, and two red power wires connected through a fuse to the positive battery terminal. Various truck manufacturers will have made up their own harnesses no doubt. The ECM needs power on two pins at the five pin connector, the other three are ground, and to turn it on you need a switched line from the key switch powered up also.
