The shears work OK but do not do square holes well. The roll the cut section up and you still got to get it cut or broke off. The same tool with a nibbler head as Scrub Puller pointed out work great.

I'm a terrible free hand cutter. My go to is a punch like Ronsii posted. Especially for switches... Too big and the tabs don't hold. Too small and you have to redo the job. They're neater too. Fast, if you use a hydraulic puller. Downside is attaching the punch if the panel is too large to reach around... then a helper is needed.

When I used to have to install switches in brand new trucks at the dealership In used to bring my Dremel in from home. It had a flexible shaft attachment that really let me get in close. I'd Cut the holes with one of their 1.25 inch cut off wheels. A worn down disc really let me make some of the smaller cuts too. Finish off with some tiny files and done. The dashboards I worked on were either Aluminum (Western Star and Freightliner), or plastic (Sterling). Never had to worry about sparks. Oh, and eye protection is a must with those tiny discs. They are not forgiving when flexed even a little. Little buggers seem to explode a when a little twist occurs. I also used to keep some switch blanks to use as a template to trace.
