Under water??

On the news today, they were talking about the floods in India. They showed a excavator on the edge of a swollen river. It was sending the dipper completly under water, including the dipper cylinder. Just thinking can a cylinder draw water in on either the in or out stroke?

No, they have to be sealed, or the oil would run out. even with a bad seal there is still pressure in the cylinder that's way higher than atmospheric pressure on the water. It's very common to use them underwater.
