SNORKEL TB60 hydraulic issues

Guys,
My Snorkel TB60 was loaned out and it's returned with a surging in the hi speed position in both forward and reverse .
I have checked the filters. It's been run low on fluid I believe. The oil is full now.

There is a pressure gauge that doesn't work on the filter housing too. I'm curious about checking pressure on the pump too.
