Perkins 404C Engine Throttle control Question

This particular Perkins diesel is on a Cooks Sawmill, and dates back to around 2007.

At the "back" of the fuel pump, there are two "levers". One is the throttle, easily identified. The other, which looks similar in shape and size but seems to only have two positions (maybe on and off?) is above the throttle. Can someone please tell me what that second lever is for? The fuel pump has a fuel cutoff solenoid on the other side, towards the "front" of the engine (fuel filters and such). Thanks!
