Pallet forks ground clearance

I'm getting ready to build my pallet forks, however I'm undecided on the ground clearance dimensions.

I looked at numerous pictures online and based on a class 2A fork, it seems they will all be hovering above the ground around 2" at the heel of the fork based on my machines dimensions (Case 430)

What ground clearance is desirable and would one ever want the forks to be able to go below ground level at the heel?
