they are extracting limestone .This stone must be easier to get at than in most limestone quarries

in the UK we call these machines " scarifiers" used to reduce the old Tarmac from a road which needs repair or replacement

That machine is a Wirtgen surface miner. It appears that they are mining limestone for the manufacture of cement.
