Marklift ch44c man lift idling problem

I have a 1997 marklift ch44c with ford dual fuel engine. When the engine is cold it starts fine, but once the engine is warmed up and you just it off it starts hard and seems as though it's flooded. Once it does start is runs rough for about 5-10 seconds then idles really high for 10 seconds. While the machine is running the exhaust has the smell like it's running rich. It also will idle good but about every 40 seconds almost on the dot it revs up for about 8 seconds. Also when you go to operate the machine and press the dead mans switch the engine has a hesitation for a split second. I'm not sure if this is a carburetor problem or electrical problem?
