Is there anything that can be done? just doesnt seem like it has enough fuel for start - compression is fine and no blowby

More info will be needed has this sat awhile or a frequently used machine. Fuel shut off solenoids are frequently the cause. The other most common is lack off fuel delivery. But fuel quality. high pressure delivery. Air and exhaust can also be the cause.

Injectors and fuel pumps are often ignored most good repair shops can test these for you.

Ommitted I believe that is the Yanmar 3D88Es engine it may well be worthwhile making a search related to that engine.
