Komatsu D31 /16 peoblems with steering (pedal steer)

My friend has a Komatsu D31/16 and this tractor has had steering and brake problems since he bought it. I have had the steering brake adjusted recently and it worked ok for a while and now it seems that the left side wont drive under full load. Obviously the left steering clutch seems to be slipping so how do I adjust it so I will have full drive on the left side ??? Right side works perfectly.
