Also if I read that right it's tighten to the screws to compress the spring for it to freewheel and the opposite for it to lock up ?

When you remove the hex plug, there'll be a star washer in there. Leave the star washer, and unwind the further in Allen headed bolt. If the brake is applied (normal when machine is off), the bolt will turn infinitely CCW, with ZERO resistance, and just rest (float) up against the star washer.
This needs checked at 4 locations, two on each motor.

View A in the diagram below shows a view through the port with the brake release screw in it. As HMC pointed out there are two ports "A" on each motor.

Brake normal, 6mm allen can push plug bolt in and out, and it free spins.
Brake caged to allow towing, plug bolt recessed. Had to push inward and rotate CW to cage.
I just happened to have a motor on bench for reseal.
