Galion 125 crane 4wd disengagement

Hi,
I discovered that the 4wd on my 125 does not disengage.
The shift rod moves and the detent functions but it does not do anything.
I tested by turning the driveshafts by hand with the wheels off the ground.
Has anyone else had this problem? It is a Clark pn/ 192989 axle.

I am wondering if someone has welded the sliding coupler to the output shaft as a haywire repair
and removed the shift fork.
