Duetz f3l 2011 overspeed

    I have a genie 3384 scissor lift with a 2011 deutz engine that is running like crazy,full speed all the time and the only way I can stop it is to open the fuel lines to the injectors ,expert advice needed.
    Dealer wants me to install new motor,

    Good chance one of your injection pumps or the rack is hanging up at full fuel.

    Did some search. Took of the front cover found the rail,it is frozen in place,trying to figure out how to remove it

    U don't remove the rail.. u remove the inj pump that holding the rail..

    The rail than the the governor controls can't be removed?
