D31-16 Help

Hello everyone I am new to the site and just became a Dozer owner It is a 1978 D31-16 P with 2100 hours on it. I bought it sitting up put two new batterys in it and it runs fine. It was sitting up for 2 years broken throttle cable only problem known by the man I got it from. After getting it home I pulled the gaurd plates to clean them out and found 4 bolts broken that hold the spring in place the heads have snaped completely off any advice on how to fix this would be helpful or advise on if I could weld it in place. Thanks
