Champion 720A won't move

New to me champion 720a road grader. has the Detroit engine, Rockwell torque converter, and the gearco 9150 transmission. sent torque converter off to get rebuilt and just got it installed. Grader still won't move. Driveline between torque converter and transmission spins but can't get grader to move forward or reverse at all. Any ideas?

Do you have any history on it? I.E. was this a pre-existing condition when you acquired it or something that's developed? No movement at all? Not even some slipping?

No history, bought it at an auction and all the owner said was the torque converter leaked and needed rebuilt. Since we’ve owned it it’s never moved forward or back. No slipping or anything. Doesn’t even act like it’s trying.

Not sure about the diff lock, havnt tried that and also don’t know where to engage it. On the 9150 gearco transmission, there is some sort of solenoid on the front, bottom left, right as you are looking at it. Not sure if this might have something to do with it?

Mentioned diff lock as it will drive rather then free wheel if it has a broken chain, stripped or broken axle or spider gear.
So, drive issue could be electrical, hydraulic or mechanical.
Have you pulled the trans filters and looked for friction material or shiny bits?
