Cat 304C CR hour meter problem

I have a Cat 304C CR with a semi dead hour meter. Hot and ground are OK per meter but no signal from ECM. Any ideas on where to start?

service meter has three wires. Check the third one (403-GN) from the meter to the alternator directly.
