cat 272c Arms won't lift, but slightly lift when bucket tilt is held down or up.

I have a 272c Red Serial series, that the other day without any warning stopped lifting the arms. It was being used to scrap dirt and lift light bucket loads. When holding down the tilt either up or down the arms will go up slowly, but immediately fall down upon release. Arms down work as normal, lifting the machine off ground.

I have done the following trouble shooting with no change in arms lifting: switched leads on solenoids and verified that joystick is sending signals. Solenoid for lift is measuring correctly. Have isolated and plugged the safety release on arms. Have put a brand new pressure relief valve for lift function. Have removed check valve and checked spring for lift function. Have plugged and isolated each lift cylinder lift line.

Was going to switch solenoid valves next and then check that lift function spool is moving back and forth. Any suggestions would be greatly appreciated.
