Case 430 shutting down

I have a 2007 Case 430 skid steer that will shut itself down after about 3 minutes of running if the outside work lights are on and have the throttle wide open. I have checked the fuses, replaced and cleaned the relays and still have the same problem. Volt test was good as well. It only happens when the lights are on. I even took one light out at a time and ran it that way and could not get it to shut down (thought that would be a good way to locate the problem), only happens when both lights are on. Could it be a bad ground wire somewhere?
