Can't get this Fiat Allis grader bled right

Howdy, we blew a hose down low, on the blade angle cylinder, which caused a loss of fluid that the operator didn't notice until the steering quit.

We replaced that hose and another that looked weak. Now we're having trouble getting it bled correctly (I assume) because steering is still gone. We've cracked many fittings open to let out air, but still no steering. The steering valve is the highest hydraulic component, by a foot or more.

Is there a trick we're missing?

Not sure but I would lift the front end off the ground with the blade cylinders and operate the steering with no weight on it. That and determine where the steering gets its flow from and crack a line at that pump.

Make sure the reservoir stays full.

What else runs off the pump for steering if any . Is that working. If a stand alone pump the pump may be trashed.
