Bobcat 863 with deutz 1011 stuck on full throttle

Any idea what would cause this to be stuck on full rpm and shut off off lever won't even work? Engine sat for a long time and I just got it started today. The shut down lever seems to move freely I removed solenoid to and checked that

Master Inj.Pump rebuilder
Figure out what and how the solenoid works and what it hits..
Then reach in and see if you can push/pull the control rack and free up the pump
