On post 296 of the steam donkey, with a drum as big as pictured that might have been for use on an incline as the tracks are far too steep for any locomotive.
The area that the picture was taken at was known for a steep narrow gauge railroad , from a Copper Mine .

For sure Work Safe B.C. would run out of ink and paper before they left the landing and dump yard.
