Altec ac18-70b won’t rotate

Our Altec cranes rotational gearbox recently stopped turning . After inspection I found the hydraulic motors flange was cracked apparently not recently crack showed plenty of rust. After installing a new motor and inspecting the gearbox for internal damage , except the brake I reinstalled it. Hydraulic flow is good but there is no input at the pinion gear. My question is it seems the brake is not releasing should disassemble and inspect and what should I look for
