i'm thinking hvac soldering/brazing heat shield or sink.

That's the preheating cup for a Tilley paraffin lamp. Soak it in methylated spirit (denatured alcohol), clip it around the burner tube ans set light to it.

+1 , also used to preheat some of the kero blow torches plumbers had to heat soldering irons back in the day.
