314dlcr C4.2 low fuel pressure

SSZ 314DLCR, 7K hours

Display indicates "change fuel filter". Event code E0198-02, low fuel pressure.

Fuel pressure at startup (hot or cold), 57-62 psi
At idle, pressure stabilizes around 45psi
At WOT, AEC off, no load, fuel pressure stabilizes around 38psi
Speed dial 10 target RPM is 1800 rpm, but when hydraulics are stalled, rpms drop to 1550, and fuel pressure will eventually drop to 12psi. Remove load, and fuel pressure comes back to around 40psi.

Starts instantly...even after changing rail valve and not priming
No exhaust smoke
Normal SOS
Changed fuel transfer pump...saw 4 psi increase across the range
Changed rail pressure relief, and return relief...saw 4 psi increase across the range.
Daylighted fuel tank...spotless
Replaced lines to separator and transfer pump...no change
Replaced all 3 fuel filters
Verified no restrictions in a supply valves, elbows, etc...no banjo screen found to clean
Changed hand primer pump...no change
Run from fuel can to lift pump...no change

Consensus?
Injector return rates too high?
No E0398-2 event, so rail pressure isn't necessarily suspect, is it?
Absolutely no codes, and only E0198-2 events.
