1996 Genie Z-30N won’t engage drive or reverse unless you bump the steering button

As stated above, drive or reverse won’t engage unless you hit the steering button first. Previous owner said he replaced the joystick but the problem persisted. It’s been like this since he bought it he said. Can anyone point me in the right direction?

Sounds like the hydraulic pump is not kicking in to release the parking brake when you move the joystick.
When you bump the steer button it starts the hydraulic pump and then the brake releases and it moves.
Will it move if you try to drive while using any other function?

Agree with Dwightr. You need flow to the parking brake circuit to release brakes. The drive side needs input from the drive controller to activate the hydraulic pump. Boom functions do not.. Is your controller giving you any error codes ? A serial number would help.
