1961 Case 310G Backhoe won't go right to left

Hey everybody,
I'm having an issue with my 1961 Case 310D track crawler loader-backhoe. The right pedal works and allows the boom to swing right, but the left pedal seems completely locked up. I noticed a missing bolt that should connect the rod to the linkage, but even with that identified, the rod itself won't move. I can manually pull the right foot pedal back up, which moves the boom to the left, but the left pedal and rod won’t move at all—completely frozen.

I’d appreciate any suggestions on what to check next or what might be causing the rod to lock up. Thanks in advance for your help!
