    Finally got back to working on this. YES it was the frozen valve that was the problem. Thank to all, but mostly to Melben for his advice to check the sliding piston. Apparently there was no fluid in the lines to hand pump, it just had air in it. Everything works fine now!!

    So, I went to a hydraulic shop and had a 1 foot hose made with the adapter to fit directly into the pump output. With the pump dead headed into the gauge, I got about 2200 PSI out at idle, so the pump is working. I then took off the steering valve and the end caps. It was frozen and didn't move...

    Thanks- When I raise the wheels off the ground, and turn the steering wheel either direction, the wheels don't move at all, but with the wheels in the air and I physically turn them from end to end the steering wheel spins back and forth?

    Thanks for the reply. If there was an internal leak wouldn't at least one of the wheels at least move a little when up in the air? I have some half ass pdf manual that was called a service manual, But it doesn't say much other then how to bleed the system.
