Bobcat E32 engine surges when cold

So I have a 2013 E32 and the engine surges when cold. Fuel filter has been changed, as well as the air filter. Glow plugs are checking good with a meter. Kinda thinking maybe dirty fuel? Or bad injectors? Injection pump? Any advise would be greatly appreciated. Thanks
