JLG 400S Creep Swith (rheostat)

I have a JLG 400S that is having issues with how the hydraulics respond. The platform rotation is basically not working and creep mode on traveling sometimes is too weak to move on a grade.

I was trying to check the creep switch with an ohmmeter and the readings seem off. It's stamped 5k but the ohmmeter reads about 7k. When I check it with the analyzer connected and turn the dial the readings go from 20% when clicked into creep mode to about 44% when turned to the max clockwise position. Does anyone know if this is normal or should I be seeing 100% in the fast position?
