Duetz f3l 2011 overspeed

I have a genie 3384 scissor lift with a 2011 deutz engine that is running like crazy,full speed all the time and the only way I can stop it is to open the fuel lines to the injectors ,expert advice needed.
Dealer wants me to install new motor,
