Td8g clutch pressure gauge

Looking at buying a td8g. Dozer is showing 2700 hrs. My concern is the clutch pressure gauge, it stays bottomed out to the left until it is put into gear forward and reverse. When put into gear it goes to the center of the green on the gauge. Basically gauge only works when it is in gear. Is this how the gauge is supposed to work ?
