No throttle response from a Perkins 1004 in a versahandler

I have a Bobcat V518 Versahandler with a bizarre fuel problem.
Starts fine
Idles fine
It won't respond to the throttle at either the pedal or at the lever attached to the fuel injection pump. It just continues to idle at 750-1000 as you twist away at the pump lever. The lever travel action seems normal.This is a mechanical injection pump (Delphi 210? - its tagged as Perkins 2644HO13 and 9320A212G).
At first I thought that it was your typical fuel starvation issue so I put in a new filter, cleaned the fuel tank, checked the lines, and tested the electric transfer pump for flow/pressure. All good. I even checked the Schematics for some hidden relay/PCM/controller/bobcatism that would throttle it at idle regardless of operator input. nada...
Has anyone had one of these pumps apart and are there any 'breakables' under the top cover that would prevent the twisting action of the lever from = more RPM ?

I don't know much about that pump... but how many hours on the thing?


Hopefully Thepumpguy will see this and give you some pointers as to what's inside the thing.

Its got about 1800 hrs. Normally it runs fine but I parked it overnight and the next day... :(

Are you absolutely sure it's actually moving the shaft... cause I have seen other pumps where it's possible for the levers to come loose from the end of the shaft and not move it... but look like they are still attached.

And... if there is a mechanical kill lever that it is not slightly engaged....

U.DO NOT wanna lift that cover.. way to many "goodies" that need to be reattached at the same time..
Check the "latch valve" on the side of the pump.. THAT will do as u described..
SOME L.V. are accessible, while some are on the engine side..

I checked the lever shaft and it does turn as a complete unit with the lever and retaining nut. I'll check the latch valve but I'm having difficulty in locating it. Is it the locking nut with the odd washer used to lock the pump during removal or the one next to it with the beveled top? I see the timing advance solenoid on the bottom, the solenoid on the back top.
If one of the fuel or timing solenoids were faulty (stuck on or off) would cause it to supply enough fuel to run but not enough to accelerate rpms?

The latch valve is the 1 w/ the beveled top.. take it out & turn it over.. there might be a small filter in the end of it so just take a scribe & pop it out.. then take another small something or other{pick/drill bit} & push on the piston to see if it moves up & down..
It should move freely & follow your "pick/drill bit"..
U can test the advance sol. by getting the engine warmed up & pulling the electrical connector off.. it should smoke. {terribly}
U can pull off the turbo hose going to the boost on the pump & check for fuel.. there should be none.. if there is some, the diaphragm is broken..{very common}
Check for a broken spring by shaking the LV..

Ok, significant developments in the man vs. evil Bobcat saga.
I removed the latch valve and it looked good. Spring/plunger travel as expected. I re bled the pump and injectors and got it to idle. No difference. Same as before with zero throttle response.
I played with the advance solenoid and no difference in performance/emissions with it plugged or unplugged.
I resorted to some basic man-on-machine violence with some help from my friend 'Stanley' the 8oz hammer, lovingly tapping the injector pump on the steel mounting bracket by the injector lines and on the cast iron body of the advance solenoid.
Change in RPM!
Crappy response at first. Stalling on throttle release. Not recovering rpm. But slowly through working the linkage and Stanley's help I got it to full throttle. I worked it up and down the rpm range in 500rpm sweeps. Any more an it would stumble, be unable to recover and stall.
I've added some Stanadyne diesel conditioner to the tank, let it run and its now hot soaking for an hour. I'll be going back out shortly to see if it helped.

Question- Can the Advance solenoid and the cast body be removed and manually cleaned without permanently 'releasing the gerbils'? I do have a voltage draw when the solenoid is given 12v but no real world affect is noticed.

Seriously doubt its an advance problem.. its a contamination problem.. your metering valve is stuck & the hammering is loosening it up..
Now that u have it partially loosened up, just keep reving it up & down until its free..{moving the throttle lever on the pump}
Drain the tank, use fresh DIESEL fuel.. NOT BIO.. & add some injector cleaner..
FOLLOW THE DIRECTIONS on the bottle.. SOME cleaners will eat the pump from the inside out.!!
& some will say add as much as u want..
