D6h steering issue

D6h 3zf00772 steering isn't responsive at idle or wot. Barely tightens tracks when you steer in neutral. Linkage is good to valve on differential steering. When tilt is maxed out on blade steering works. Which valve could be causing me trouble? I'm not very experienced with hydraulics just enough to know it's not the steering motor or steering valve but some other valve not prioritizing the steering.

I had time again today to mess with dozer. Swapped resolver valves between steering and blade functions. Didn't make any difference in steering. If you hold tiller to steer left or right long enough (5 to 10 seconds) at idle neutral dozer will steer strong. Steering takes a bit to kick in. Sometimes it steers as soon as you turn the tiller. Driving back and forth unless you have pressure on other hydraulics functions such as blade or tilt dozer doesn't want to turn.
