The big crane is running what they call a y wing, mega wing, super lift (depending on what brand of crane it is). What it does- is act like a back boom or lattice guy cables, making the main boom much stronger. They are a pain to install on the crane, which they do onsite before making the lift. Usually a optional attachment on cranes 300-500 ton capacity.
They certainly do have winches, they winch as the boom telescopes. On the Grove version (never been close enough to any of the other makes to eyeball them) they have hydraulic pawls to lock them in. The cylinders are to set the angles.I don't think there is actually a winch on the back cables. I think there are cylinders in the heavy/ big boxes (you can see the hoses on them by the main boom), and they telescope those out to tension the main boom, and then that back assembly is all on the boom and moves with the boom as it changes angle. Essentially they are just making a huge truss brace on the main boom.
And its a expensive option when buying the crane, but if you're dropping 2-3 million anyways, you just as well have all the options. Because if you don't buy it when its new, its almost impossible to find a used one, or get the manufacturer to build you one. And if you have that kind of $ wrapped up in a crane like that, you don't want to miss a job for it, because you don't have the mega wing.
